The Oil Creek Library District works in partnership with the public libraries in Clarion, Jefferson, and Venango Counties (Pennsylvania) to provide staff development and consortium resources.
Oil Creek Library District is fully state-funded; the state contracts with Oil City Library to provide a physical headquarters and oversee the field staff. District services are negotiated between all members of the District annually.
During times of a state budget impasse, the District operates on a line of credit from Oil City Library. District services are curtailed until a state budget is passed.
