What is the District advisory council?
As the District is not a legal entity, the governing board of the District is the board of the DLC. The DLC board has created a standing committee that both meets the statutory requirement for a District Advisory Council (DAC) and meets the desire of the DLC board for the entire District to have a voice in District services.
What does the DAC do?
The District Advisory Council (DAC) is the supervisory body of the Oil Creek Library District. The DAC is charged with:
- Approving procedures and guidelines for District operations
- Completing the Negotiated Agreement and budget process
- Reviewing financial and operational reports for accuracy
- Evaluating achievement of Strategic Plan
- Approving major contracts
- Recommending salary structures for District staff
- Mediating conflicts between member libraries and District staff
Who makes up the DAC?
The members of teh DAC are as follows:
- Oil Region Library Association Executive Director/District Administrator
- District Youth Services Coordinator
- Oil Region Library Association Board Member
- Clarion County Board Member (member library or CCLS board)
- Jefferson County Board Member (member library or JCLS board)
- 2 Librarians from Clarion County
- 2 Librarians from Jefferson County
- District Consultant (Non-Voting)
With the exception of the Oil Region Library Association board member, the positions on the DAC will not be approved or appointed by the Oil Region Library Association. Positions will be appointed by virtue of position or approval of the relevant group members.
Members of the DAC serve two year terms (staggered so the entire DAC doesn’t turn over at once); the DAC meets quarterly.
